MPs get an allowance of 2000 daily but they meet for only specified times of the year.then why daily allowance is given to them

MPs attend parliament only for a specific priod of time but rest of the time they are busy in developing the constituency from which they are elected. They are given a specific budget which they have to spend on developing their constituency. Moreover, the MPs who are ministers in the governemnt look after the working of their ministeries. For example, Sushma Swaraj, India's foreign minister formulates foreign policy of India, meet foreign delegation and represent India in meetings and summits abroad. Similarly, home minister, railway minister etc. formulate plans and policies of their respective departments. So MPs when not attending the parliament, work in their office and so they are given daily allowance.
