Most of the sugar industries run under cooperative sector. Why?

The sugarcane industry is seasonal in nature. The farmers grow sugarcane for the entire year. It is when the crop is harvested, large numbers of labourers are required to transport the sugarcane to the mills. As a result the industry is largely cooperative in nature as all the labour and capital issues are resolved jointly by the farmers.
