MANY INTERNATIONAL ORGANISATIONS FUNCTION UNDEMOCRATICALLY.JUSTIFY?

Many International Organisations work in a non-democratic manner because they have no authority to enforce this ability.
Let us understand this by going through the working of three international institutions – United Nations, Security Council and the International Monetary Fund.
- United Nations: It consists of 192 countries, each having one vote in the UN General Assembly. General Assembly is like a Parliament where all sorts of discussions take place and every country has equal right to speak their opinions. On this basis, UN appears to be democratic organisation. However, when the topic of conflict between two countries or more arises, General Assembly does not have the right to take decision on these kinds of issues. This is because decisions on crucial issues are taken by the Security Council.
- Security Council: It is a fifteen member council – 5 countries are permanent (US, Russia, UK, France and China) while 10 countries are elected by the General Assembly for a period of two – year terms. The real power lies with the five permanent countries especially with US, because it contributes the maximum amount of money needed for the maintenance of the UN. Each permanent member is provided with a veto power i.e. the council cannot take any decision if any of the permanent members do not agree to that decision. Hence, this system of working has forced various countries to demand for a more democratic UN.
- International Monetary Fund: It is the biggest moneylender for any country of the world comprising 173 members, which do not have equal voting rights. The vote of each country is weighed by the amount it has contributed to the IMF. Nearly half of the voting power in the IMF is in the hands of seven countries (US, UK, Japan, France, China, Saudi Arabia and Russia). The rest of the 166 nations have very little say in the working of these international organisations. The World Bank follows the same procedure of voting wherein the President of the World Bank has always been a US citizen conventionally nominated by the Finance minister of the US government.
