Brain is not completely damaged in case of mentally retarded people, insted some parts of their barin are unable to perform their normal functions.

Human heart is myogenic (own nervous control for heart beat generation), hence can work even in the absence of brain control but heart can't control other body functions. Brain is the master control and is the actual control centre of the body.
