No nuclear reaction are not chemical reactions.

The chemical reactions involve the transfer, loss, gain and sharing of electrons and nothing takes place in the nucleus. Nuclear reactions differ from other chemical reactions in that they involve changing the structure of the nucleus. Often particles such as electrons, neutrons, or protons are emitted during nuclear reactions.
