Transpiration involves movement of water through xylem whereas translocation involves movement of organic compounds through phloem.

 
Transpiration is the movement of water through a plant's xylem from intake in the roots to release of water vapor through the stomata of the leaves. Translocation is the movement of organic compounds through the phloem of a plant from the source (usually the leaves) to the sink (usually the part of the plant that's actively growing).
In most plants, transpiration is a passive process largely controlled by the humidity of the atmospheric and the moisture content of the soil. Translocation is an active process requiring energy.
Transpiration occurs only in one direction i.e. from roots to leaves. Translocation is bidirectional.
