Plz note that the atom will jump to higher energy level only when incident radiation has energy which is equal to difference of energies of present and higher states.
If the incident radiation has energy equivalent to difference of energies of present and ground states, then this radiation stimulates the atom to jump to the ground state, which is the most stable state, from the present higher state which is unstable state.
