it was specified that1 mole of any gas at STP is 22.4L.but how its applicable for all gases as each gas has different property

This is a simple parameter which has nothing to do with the mole or volume. For example,  1 mole of hydrogen will have 22.4 ltr volume or 1 mole of Nitrogen will also have the same volume.
