IT IS SAID THAT a free falling body has a varying velocity ;while an elevator moves with constant velocity.PLEASE ELABORATE

An elevator is not a freely falling body under normal operation. It is generally powered by electric motors that drive traction cables and make the elevator move with constant velocity.

But, in case of an accident, the elevator cable breaks, and one would feel weightless since both the person and the elevator would be accelerating downward at the same rate.
