let the given numbe x
x=0.9999..
10x=9.999999..
subtracting we get
9x=9
x=1
as such when you round of the last digit from the decimal part, we ad 1 to the prev digit if last digit is more than 5, even if you take 4,5,6... any no of decimal places, this method will give you the sme answer.
also, the ratios you have mentioned ae very very close to number 1.
