IS THERE A SITUATION POSSIBLE WHEN A BODY IS NOT EXPERIENCING NET FORCE, BUT STRAINS ?

Expert Answer:

If you look at the body, the net force on it is zero. Forces of equal magnitude but opposite direction act tangent to the surfaces of opposite ends of the object.

Even when an object is in tension the net force on it is zero, but it still deforms.
