A phenomenon that takes place on or near the surface of a substance is a surface phenomenon.
Yes, refraction is also a surface phenomenon as bending of light takes place at the interface seperating two media i.e. at the surface. For example, when we put a pencil in a glass full of water, it appears bent near the surface of water due to refraction.
