After carrying out several hundereds of experiments, Mendel was able to decide as to which trait is dominant or recessive. The trait which is not expressed in presence of dominant trait will be recessive always. So in presence of tall trait, the short trait in pea plants is masked and hence is a recessive trait. This is true for the other recessive traits also.
