Is a UV filter sufficient to purify water and make it fit for consumption?

No, an ultraviolet filter only uses ultraviolet light, which kills microorganisms. A UV filter needs to be supplemented with a canister filter in order to make the water free from particulate and suspended materials for it to be fit for consumption.
