In which case bulbs will have more brightness- a) When they are in a parallel combination
b) When they are in a series combination.

Bulbs will have more brightness in parallel combination.
In parallel combination, each bulb will have full voltage applied across them. Also the effective resistance in parallel combination is less. Therefore, current passing through the circuit will be more.
However, in series combination, the voltage across each bulb won't be the same as supply voltage. Also the effective resistance in series combination is more. (R = R1+R2......)
Thereby, bulbs connected in parallel will glow brighter.
