in the below figure since it is not mentioned which is the normal and which is the surface can either be taken to get the answer..?? if it is not mentioned in my board exam question paper which on do i consider as the surface? and is there any convention that the horizontal must be taken as the surface?

Generally, the horizontal is taken as the surface and I suggest , you must take the horizontal as the surface.
