73 x 137 = 10001
10001 x 1700 = 17001700
So, the number 17001700 is divisible by both 73 and 137. The second number from left is 7. The 6th digit from the left is also 7.
Note that there are many such 8 digit numbers which are multiple of 73 and 137 and having second number from left as 7. For example, 17011701, 17021702, 17031703 etc.
