if the energies of the penultimate shell and the s orbital in the d -block elements is almost the same, then why doesnt zinc show variable oxidation states?

Zinc has a complete 3d subshell in both element and ion form. So zinc does not show variable oxidation state.

Zn = [Ar] 3d10 4s2   ,       Zn+2 = [Ar] 3d10
