if the body is at rest when happen when friction is greater than motion

Now, if a body is at rest and the force of friction is greater than the force applied to move the body, the body will remain at rest.
This is because the force of friction opposes the motion and must be overcome before the body starts to move.
If the force applied is insufficient to overcome the force of static friction, the body will not move.
