if refractive index is 1.36,then what does it mean?

A refractive index of a medium is always with respect to another medium.
And it tells us the ratio of speed of light in reference medium to the given medium.
Absolute refractive index means it's with respect to air/vacuum. And it's the ratio of speed of light in air/vacuum to the speed of light in the medium.
