If refraction occurs how will angle of incidence be equal to angle of reflection?

The angle of incidence and reflection are not vertically opposite angles. Two angles are not equal only if they are vertically opposite to each other.
If the angle of incidence exceeds critical angle the light ray gets reflected back into the same medium. For this case i =r.
