If particles at the corners of square as shown in diagram are released simultaneously,what is the velcity of each particle 1. just after the release 2. at infinity

One can apply mechnical energy conservation( KE+PE).
 
At infinity PEwill be zero , it means initial PE of the system of  charges will convert in to KE of the two particles.
