Can you please explain the question explicitly, because its not clear when you just say " Rain Swimming". I am assuming that you have confusion on problems of swimming across a  river, and using relative velocity concept in them due to velocities of river. Relative velocity is just like working in a different coordinate system. You choose another coordinate system which is moving with one of the objects of interest so that, one of them is at rest relative to your coordinate system and only one of them is moving. Now you can apply all the rules as you apply normally just using all the values of physical quantities relatively. If you can come up with a question, we can provide with better explanation.
