There are two values, previous value and current value.
 
In percentage, everything is measured in a scale of 0 to 100.
 
The previous value is designated a percentage of 0.
 
All other measurements are done taking the previous value or alternatively, 0% as the reference value.
 
Thus according to the unitary principle, 
Percentage change x PRevious value = 100 % x Current Value.
 
Thus, percentage change=(Current value/Previous value) x 100%
