If C2 molecule has to form, carbon being tetravalent has to form four bonds. Out of these, one bond is sigma bond along the axis . The other three bonds have to be pi bonds. The first pi bond is in the perpendicular plane, the second pi bond is in the perpendicular plane to the first pi bond. Now the third pi bond if it has to form , it has to be perpendicular to the first two pi bonds which is not possible. So, C2 will not be formed.
