Expert Answer:

  we know that

                                        V1 N1 = V2 N2

Let the needed volume of HCl is V1.

                                        V1 x (12 N)   =  (400 ml) x  (2N )

                                                       V1   =  800 x ml / 12

                                                              = 66.67 ml
