Plastic rod is an insulator, but still it is charged. Pith ball is also an insulator and hence, no electric charge flows but instead the atoms get polarized so that a local charge is developed. The electrons still remain bound to the atom, its just that they arrange themselves such that one side of the atom becomes slightly positively charged while other develops a slight negative charge.
