Expert Answer
Electric flux is the rate of flow of electric field through an area.
So the charges enclosed in the area ,whose flow of electric field through the area is taken into account, is only considered.
To find the total electric flux through any given surface ,we divide the surface into small area elements,and calculate the flux at each elemant and adds them up.
So the charges enclosed in the area is only considered.
φ = E . S
where E is the electric field and S the area of the surface.
electric flux is not affected by charges that are not within the closed surface.
