v = s/t
percentage error in v = percentage error in s + percentage error in t.
Remember that errors always get added even if two quantities are divided or maybe even subtracted.
% error in s = 5/200 x 100 = 2.5
% error in t = 0.2/200 x 100 = 0.1
Adding these up gives you the percentage error in velocity.
