Expert Answer
If there is no external torque acting on a body which is in rotational motion , then angular momentum is conserved.
In linear motion, if there is no external force acting on a body which is in linear motion, then linear momentum is conserved .
Conservation of linera momentum means, no change in momentum or no change in velocity of body.
Similarly , when a body is in rotational motion, to stop its motion or to increase its rotational speed, external torque has to be applied,
If there us a change in rotational speed due to external torque, angular momentum changes , hence angular momentum is not conserved.
But if there is no external torque, its speed of rotation remains constant and angular momentum is conserved.
