So, for determination of significant figures, leading zeros for a decimal number and the trailing zeros for a non-decimal number are not taken into account. 
 
So, 120000 -- It has 2 non-zero digits and rest all are the trailing zeros in a non-decimal number. Hence, zeros won't be considered and so the number of significant figures in this case would be 2. 
 
0.000012 -- It has 2 non-zero digits and rest all are the leading zeros in a decimal number which again won't be considered. So, the number of significant figures in this case would be 2. 
 
1200000--It has 2 non-zero digits and rest all are the trailing zeros in a non-decimal number. Hence, zeros won't be considered and so the number of significant figures in this case would be 2. 
 
12000.00000--It has 2 non-zero digits and rest all are the trailing zeros in a decimal number. These zeros will be considered and so the number of significant figures in this case would be 10.
