Dear Student,
It is established when Maxwell's saw in his equations that oscillating electric field gave rise to oscillating magnetic field, and the resultant equation, was a wave equation and the velocity of the wave was the velocity of light. Hence he concluded that light is electromagnetic wave. And it was clear that electromagnetic waves are oscillating electric and magnetic fields perpendicular to the direction of propagation, since he started the derivations with these equations.
