Earth because of its composition acts as a huge capacitor and hence, excess charge flows into earth always. Earth is usually idealized as an infinite source or sink for charge, which can absorb an unlimited amount of current without changing its potential.
Current always flows from high potential to low potential. And since, earth is usually used as a reference point for measuring potential and so earth represents a point for 0 potential i.e. low potential.
