Strength of Hydrogen bond depends upon polarity of the bond which in turn depends upon difference of electronegativities of the bonded atoms.
More is the difference in electronegativity of H and other bonded atom, more polar will be the bond and stronger will be the H bond.
eg intermolecular H bond in HF molecules will be stronger than that in NH3 molecules as F is more electronegative than N.
