how can we say that the refractive index of a medium is inversely proportional to the angle of refraction in that medium?

This is because speed of ligt changes in going from one medium to the other.
When a ray of light travels from rarer to denser medium, the speed of light decreases and so bending of light occurs at the interface. The more the difference in speeds of light between the two media, more will be the bending.
So we say that angle of refraction in a medium is inversely proportional to the refractive index of that medium.
