The acceleration due to gravity o the surface of earth is
g = GM / R2.......................................................(i)
Let at a height h from the surface of earth, the acceleration due to gravity is 4% of its value on the surface of earth.
Then, 0.04g = GM / (R+h)2..........................(ii)
from (i) and (ii) ,
h = 4 R
