A desert cooler is an evaporative cooler i.e in order to cool, it relies on the evaporation of water to extract heat. Hot and dry conditions allow for maximum evaporation and therefore maximum cooling. Cooler or more humid temperatures similarly make for less evaporation and less cooling.
