Fuse wire is supposed to melt when a current runs through it. This means that it has a low heat capacity and a resistance sufficient to generate enough heat to melt the wire. A heating wire also is designed to emit a lot of heat, but is not designed to melt, this means it has a larger melting point, or a larger surface area so it can lose heat more rapidly and avoid melting.
