Since, the 2 charged spheres are being brought in contact with an insulated handle, no charge will flow out of the sphere i.e. the total charge on each of the sphere would still remain the same. However, on being brought in contact with the insulated handle, the charged sphere might undergo a redistribution of charges on the surface due to induction forces. 
 
But, when the insulated handle will be removed and the charges will be taken off to their original positions, then the charge on their surface will again redistribute itself so that it would be uniform throughout. This would be exactly same as the charge distribution that was there before they were brought in contact with the insulated handle. Hence, there won't be any change in the force between them.
