Mid point of (2,-3) and (-4,1) is (-1,-1)
Slope of line joining (2,-3) and (-4,1) is 4/-6 = -2/3
Slope of the line perpendicular to it is 3/2
Equation of perpendicular bisector is y+1=3/2(x+1)
=3x-2y+1=0......(i)
intersection of (i) with y axis is obtained by substituting x =0 in (i)
which gives y =1/2
so required point is (0,1/2)
