When a wire is bent in the form of circle, the two diametrically opposite ends would divide the circle into two halves,each having the resistance = 4/2 = 2ohms

The net resistance of the two halves (which are now connected parallel to each other) = 1/R' = 1/2 + 1/2

R' = 1ohm
