Option 2 is correct 
1st case
If the potentiometer wite and rheostat connected in series( like usual setup)
Net resistance of the circuit R = 18+22 = 40 ohm
So the current in the circuit  I = V/R = 2.2/40 = 0.055 A
Voltage across potentiometer wire V = Ir = 0.055× 18 =  0.99 V
Potential gradient across potentiometer meter  = V/L = 0.99/10 = 0.099 V/m
2nd case 
If the rheostat and potentiometer wire is connected in parallel
Since these are connected in pparallelso the voltage across potentiometer wire and rheostat will be same
So voltage across potentiometer wire = 2.2V
Potential gradient  = V/l = 2.2/10 = 0.22 V/m
