There is a hole in ozone layer only above antarctica because teh conditions are quite different. In Winter ,special type of clouds called Polar stratospheric clouds are formed over Antartica.Thus, the two imporatnt sinks (ClONO2 and HCl) which inhibits the formation of ozone hole are converted into hypochlorous acid and molecular chlorine .
