1/By switching on another bulb of same power in PARALLEL, the equivalent resistance of the parallel combination of bulbs decreases, increasing the overall electric current drawn. Since the original currents through the bulbs are not decreased but increased by adding another bulb in parallel, hence the bulb won't become dim.

2/Alloys of metals will have different lattice structure i.e. arrangement of atoms of constituent metals, and number of free electrons. There are various explanations besides, fewer availability of free electrons and a disordered lattice structure.
