Expert Answer:
In the first case:
Voltage drop= V
Current= I/10
Power dissipated=VI/10
In second case ,
Voltage drop=V/10
Current=I
Power dissipated=VI/10
Hence voltage drawn by individual bulbs is more in first case,current drawn is more in second case and bulbs are equally brighter.
