does resistance in cells change while charging or discharging? if yes then wats the formula

Well if you mean the internal resistance of cell, then yes it changes but no definite formuka can be associated with the change. The change is because, during charging, the reaction opposes its direction, so due to thermodynamics of the chemical reaction, the reaction rates, and hence the internal resistance are different.
