does action and reaction forces have zero resultant?

No.
Action reaction forces donot cancel each other.
That is because, action reaction forces never act on the same body.
Hence even though they are equal & opposite in direction, they donot cancel each other.
Another way of looking at the scenario is, whenever two equal forces acting in opposite direction appear on the same body, such forces donot consitutute action- reaction pair.
For example, normal reaction & weight of the body lying on a horizontal surface.
They do cancel each other, they are equal in magnitude, they are in opposite direction.....but they are not action- reaction pair.
