Bases are substance which accepts H+ ions or electron pair. 

Alkalis are type of bases which dissolve in water. Examples are Sodium hydroxide, Potassium hydroxide etc.

Example of a base which is not an alkali is Copper hydroxide.

Therefore only alkalis give hydroxide ions on dissolving in water.
