Yes, that's true, the electrons, negatively charged particles flow from negative terminal to positive terminal. But for historical reason we follow a convention in which we imagine equivalent positively charged particles flowing from positive terminal to negative terminal.
As positive implies higher potential of any quantity and negative implies lower.
