SPA was an alliance of seven parties that came together to protest against the discontinuation of democratic rule in Nepal by a monarch. SPA wanted to establish a democratic rule in Nepal. The members of SPA were mainly political workers across Nepal.
FEDECOR was an organization formed in Bolivia which wanted the government to end the privatization of water resources in the country. This organization consisted of the environmentalists, academicians, engineers etc. unlike SPA which was an alliance of the political parties in Nepal. However, FEDECOR had the backing and support of the Socialist Party of Bolivia.
